Ector County does not maintain public roads that are not part of the Ector County road system. FM and State Highways are maintained by Texas Department of transportation (TxDOT). Other roads are maintained (repaired) by the corresponding municipalities; (i.e., The City Of Odessa) except for private roads.

Starting 5/11/2020 Roads Under Construction:

  1. Construction on W. 42nd street between State Hwy 302 (Kermit Hwy) heading west to FM1936. There is no centerlines,  barricades and traffic cones are being used during construction.  
  2. Construction on W. Pawpaw st. between US 385 heading west to Ruby ave. There is no centerlines,  barricades and traffic cones are being used during construction.

The Ector County Public Works Department is responsible for maintenance approximately 552 miles of paved roadway and 33 miles of caliche/unpaved roadway. Our core services and divisions are: Road Maintenance Section, Traffic Operations Section, Engineering Section, Airport Maintenance Section, Equipment Services Section, and Parks.

Road Maintenance Section

Services:

¨Constructs new roads

¨Repairs and preserves existing roads

¨Grading and shaping gravel roads and drainage ditches

¨Mowing & cutting brush

¨Picking up trash along roadsides and R.O.W.

¨Removing and disposing of dead animals off roadways

¨Maintaining driveway and mailbox approaches



Engineering Section

                Services:
¨Reviewing R.O.W and relocating utilities as needed for County projects

¨Issuing addresses outside of city limits

¨Permits and inspects all new driveways constructed along County roads

¨Permits and inspect all excavations performed by outside contractors on Ector County maintained roads

 ¨ Manages County GIS Interactive Maps

 

Traffic Operations/Airport/
          Parks Section

Supervisor: Jorge Estrada

               Services:

¨Installing and maintaining traffic signage in compliance with the T.M.U.T.C.D.

¨Striping center lines and edge lines of roadway, and parking lots of all county business buildings

¨Entering and reviewing crash reports in compliance with TxDOT CRIS User Application.

¨Developing and reviewing TCP in compliance with T.M.U.T.C.D. during roadwork and all third-party work on our R.O.W.


 
Project Management Office
Manager: David Peck

                Services:
¨ Regulates the County's subdivision requirements for new developments.

¨Coordinates capital project activities of all sections under Public Works Department (i.e., Road Maintenance, Traffic Operations, Airport, Cemetery, and Parks).

¨Coordinates Capital and Infrastructure Improvements Funds with Federal, States, and other local agencies for public works department.

¨Review and coordinates floodplain issues, environmental concerns, TCEQ and EPA requirements, as applicable, for all developments in the County.

¨Manages and coordinates all activities at the County Airport with the Airport Board.

¨Issues Pipeline/Waterline agreement and coordinates with utility companies and /or districts for all requirements as needed for excavation or trenching, boring, and plowing within the County ROW.
